The EU Blue Card is a work and residence permit for highly qualified non-EU nationals who have a binding job offer or employment contract in an EU member state. It requires a recognized higher education qualification (or equivalent professional experience in some countries) and a salary that meets a minimum threshold set by each member state.
The Blue Card is distinct from Golden Visa programs. It is employment-based rather than investment-based. The applicant must have a specific job offer and maintain employment to keep the permit valid. Golden Visas, by contrast, do not require employment in the host country.
Blue Card holders can move between EU member states after 12 to 18 months in the first country. After five years of continuous residence, they can apply for EU long-term resident status. The salary threshold varies by country but is typically 1.5 times the average gross annual salary, or 1.0 times for shortage occupations.
Denmark and Ireland opted out of the EU Blue Card directive and do not issue Blue Cards. All other EU member states participate, though implementation details vary.
Why It Matters for Golden Visa Applicants
The EU Blue Card is an alternative to the Golden Visa for applicants who have a qualifying job offer in an EU country. It does not require an investment but does require employment. Applicants choosing between the two should consider their situation: those with EU job offers and professional qualifications may find the Blue Card faster and cheaper. Those without a specific job offer, or who want the flexibility to not work in the host country, need the Golden Visa route instead. Blue Card holders and Golden Visa holders both reach permanent residency after five years.
